"Arnage is a southern suburb of Le Mans, the capital of the Sarthe department, 190 km south-west of Paris. ... In the beginning of the 1980s the 25 m wide main street, which functions both as a traffic artery and as a shopping street, had an annual traffic per day of no less than 25,000 cars. In 1983 a bypass was built, and the annual traffic per day was reduced to 13,000 cars. The lower traffic intensity, however, gave rise to higher speeds, and the risk of accidents and the insecurity were still unacceptable. It was therefore decided to rebuild the street. ... The conversion has stimulated trade and pedestrian traffic in the shopping street. In addition it has inspired houseowners and shopowners to improve the visual appearance of their houses. Both car speeds and the number of accidents have been reduced."
