The I-84, Cole Interchange to Broadway Interchange Soundwalls project was initiated as a result of an Environmental Assessment and a planning study for Interstate 84 in Boise from west of the Orchard Interchange to the Gowen Interchange. The study recommended improvements for the ultimate build out of this corridor, including replacing the existing pavement, adding lanes to the interstate from Cole Road to Eisenman Road, and reconstructing the Orchard, Vista, Broadway, and Gowen interchanges to meet future traffic capacity requirements. The Environmental Assessment evaluated possible environmental impacts, including noise, air quality, wetlands, visual and socioeconomic impacts that might result from increased interstate capacity. The noise study determined that soundwalls (also known as noise barriers) represented feasible noise mitigation for the proposed I-84 improvements. In November 2007, the Idaho Transportation Department (ITD) received environmental approval for this project based on the Federal Highway Administration’s Finding of No Significant Impact (FONSI).
