State Highway 5 Corridor Context Sensitive Transportation Study (SH 5 Corridor Study)

Project Abstract

The purpose of the State Highway 5 Corridor Context Sensitive Transportation Study (SH 5 Corridor Study) is to formulate a corridor master plan that includes the “public realm” as well as the “private realm” in order to transform the entire length of the corridor into a revitalized and multi-modal thoroughfare that provides a strong economic basis for development and redevelopment while also improving mobility and safety for all users. While the segment of SH 5 that traverses through the historic Town Center of McKinney is an important segment of the corridor, the Corridor Study has examined the entire six-mile stretch of SH 5 through the City limits of McKinney, generally extending from Frisco Road at the southern end of the corridor to Weston Rd (FM 543) at the northern City limits.



Milestones

State Highway 5 was constructed in the 1950’s through the center of McKinney’s Downtown and was, historically, the main north-south highway through the City. However, with the construction and expansion of US 75 (North Central Expressway/Sam Johnson Highway), it no longer serves its role as the major regional connection. Nonetheless, SH 5 still supports a large portion of local traffic as well as a concentration of retail, office, industrial, and residential uses. As most of the recent growth seen in McKinney has occurred significantly west of SH 5, there has not been much focus on improvements along the corridor.

One of the most notable challenges is through the historic Town Center of McKinney. Through this area, SH 5 has created an unwanted division of the downtown and has seen many typically unattractive auto-related sites such as gas stations, drive-in restaurants, repair shops, and used car lots along its periphery. With the recent success of the McKinney Town Center Study Master Plan (approved 2008) and renaissance of the historic downtown (specifically west of SH 5), there is a tremendous need to understand how the roadway impacts/interacts with the private land uses that surround it as well as how to design a cross-section that accommodates compatible vehicular, pedestrian and bicycle activity while still managing access and mobility.

CSS Qualities

The SH 5 Corridor Study is made up of an interdisciplinary project team that includes transportation engineers, land use planners, municipal planners, regional and state agency representatives, and public information/outreach specialists. Early on, there was a heavy focus placed on how the team would engage with anticipated stakeholders. Various media outlets were utilized for this outreach including traditional mailers, email blasts, citywide e-newsletters, dedicated web presence (www.mckinneytexas.org/sh5corridorstudy), visualization, news releases, and staff attendance at local events. During the interactive conceptual design workshops held in 2013, the project team led discussions with stakeholders that first focused on character and context rather than cross-section designs and elements.

As well, the City of McKinney sought out partnerships and collaborative work with the Texas Department of Transportation (TxDOT) and Regional Transportation Council of the North Central Texas Council of Governments (RTC – NCTCOG) in support of CSS design solutions for SH 5. In early 2014, a Memorandum of Understanding was formalized between these agencies and is currently in the process of being executed.

Partners in Development and Delivery

Primary project team members include representatives from the North Central Texas Council of Governments (NCTCOG) and the Texas Department of Transportation (TxDOT). These representatives are active managers of the SH 5 Corridor Study and guide the direction and ultimate delivery of the anticipated SH 5 Corridor Master Plan. As a grant-funded project through the NCTCOG 2010 Sustainable Development Program, NCTCOG has a direct cost-share (80%) of the Study’s budget, while the remaining 20% has been funded through the City of McKinney.

As well, the City of McKinney sought out formal partnerships with the Texas Department of Transportation (TxDOT) and Regional Transportation Council of the North Central Texas Council of Governments (RTC – NCTCOG) in support of CSS design solutions for SH 5.
