In addition to historic bridge issues, the manual provides a brief discussion of the Unified Transportation Program (UTP), the Highway Bridge Replacement and Rehabilitation Program (HBRRP), and the project selection process known as the Texas Eligible Bridge Selection System ( TEBSS).
