This publication, "Understanding Flexibility in Transportation Design - Washington" is intended to help those involved with transportation project development understand the concepts related to Context Sensitive Design (CSD) and community-based project development approaches.

The CSD approach broadens the focus of the project development process to look beyond the basic transportation issues, and develop projects that are integrated with the unique context(s) within the project setting. The CSD concept is a collaborative project development process that obligates participants to understand the impacts and trade-offs associated with project decisions. "Understanding Flexibility in Transportation Design - Washington" is intended to facilitate informed decision-making as decision points occur during the process. It attempts to present the issues associated with the most common considerations presented in the project development process.

This publication is the result of contributions made by an Interdisciplinary Group, compromised of members representing the Washington State Department of Transportation, cities and counties, regional councils and federal transportation agencies.

The publication provides comprehensive coverage of CSD, including sections on facility users, design considerations, environmental considerations, and the project development approach, as well as an appendix with case studies.
