WS DOT recommends "scheduling at least three meetings to create a vision and to organize your team effectively to carry out the project. If the project is a large one and involves a strong community vision, such as has been outlined in a master, long-range, or comprehensive plan, bringing in an outside facilitator to help the community evaluate, prioritize, and encourage discussion of the multitude of ideas, concepts and dreams that are often generated when a community gets excited about its future."
