"CSS unsettles some of us transportation "experts", because we fear that we might end up with a project that looks very different than we originally envisioned. So we try to control the outcome by holding a tight rein on the process. One of the fundamental tenets of what we are trying to do with CSS at NJDOT is to share the control of the process with communities, which is the only meaningful way that the communities can help shape the outcome. Which in turn is the only way that we will consistently end up
with projects that will not only address transportation issues, but community issues as well."
