Using Context Sensitive Solutions (CSS) Performance Measures to Assess the Effectiveness of a CSS Process During the Preliminary Design of a Major Highway Project: The Mon/Fayette Expressway
The Mon/Fayette Expressway, PA Route 51 to Interstate 376 (PA Rte 51 to I-376), under
development by the Pennsylvania Turnpike Commission (PTC), is classified as a major project
by the Federal Highway Administration (FHWA). Because of its size (estimated at $2.6 billion for
construction) and scope, the project offers a multitude of learning opportunities. The aim of this
research was to understand the impact and outcome of a context sensitive design process
utilizing five community-based Design Advisory Teams (DATs) working directly with design
professionals to design the expressway.
